MEA India Denies Responsibility for Bangladesh Flooding: Clarifies on Gumti River Situation

 New Delhi, August 22, 2024 — The Ministry of External Affairs (MEA) India has addressed recent concerns circulating in Bangladesh regarding the severe flooding affecting the eastern districts of the country. Contrary to claims that the flooding is due to the release of waters from the Dumbur Dam on the Gumti River in Tripura, the MEA has clarified that this assertion is factually incorrect.

The MEA emphasized that the Gumti River’s catchment areas, which span both India and Bangladesh, have experienced the heaviest rainfall of the year in recent days. This extreme weather has significantly contributed to the flooding in Bangladesh, rather than any actions taken regarding the dam.


Located over 120 kilometers upstream from the Bangladesh border, the Dumbur Dam is a low-height structure, standing at approximately 30 meters. It primarily serves to generate electricity, some of which—about 40MW—is supplied to Bangladesh from Tripura. The MEA noted that the dam's distance from the border and its limited size make it unlikely to be the cause of the severe flooding in Bangladesh.


The river course between the dam and Bangladesh includes three key water level observation sites: Amarpur, Sonamura, and Sonamura 2. Continuous heavy rainfall has been reported across Tripura and neighboring districts of Bangladesh since August 21, leading to automatic releases of water as a response to high inflows.

MEA said,To support Bangladesh in managing the situation, India has been sharing real-time flood data under a bilateral protocol. Data indicating rising water levels was transmitted to Bangladesh up until 3:00 PM on August 21, 2024. However, subsequent power outages due to flooding disrupted communication, although efforts were made to continue data transmission through alternative means.

The MEA highlighted that floods in shared river systems between India and Bangladesh pose significant challenges for both countries, underlining the need for close cooperation. With 54 common cross-border rivers, river water cooperation remains a crucial aspect of the bilateral relationship. India reaffirmed its commitment to addressing mutual concerns and enhancing collaboration on water resources and river management through ongoing consultations and technical discussions.
